The Challenge

DWP, one of the UK’s largest public sector departments, faced increasing operational and technological strain due to outdated infrastructure. Many of its core systems were built on early versions of Java and .NET, leading to high maintenance costs and limited scalability. Data was processed manually through Excel spreadsheets and SQL scripts, which slowed decision-making and introduced operational inefficiencies. Fraud detection was particularly problematic identifying irregular transactions often took up to two months, significantly delaying intervention and increasing exposure to loss. Additionally, the department’s fragmented infrastructure and aging data lake made it difficult to adapt to evolving regulations, user needs, and digital service demands. The organization needed a modern, secure, and scalable foundation to support its vision through 2030 and beyond.

 

Our Solution

Open Consulting Ltd led a 12-month data transformation initiative, deploying a team of 15 specialists including backend developers, data engineers, and DevOps experts. We began by migrating over a dozen legacy applications and the department’s existing data lake into Microsoft Azure, establishing a robust cloud-native environment. Our team re-architected the data models to reflect complex business logic and regional compliance requirements, enabling structured and accessible analytics. We replaced manual workflows with dynamic, automated data pipelines using Apache Airflow, streamlining ingestion, transformation, and reporting. These workflows also supported the introduction of a powerful fraud detection framework every transaction was routed through validation paths capable of flagging discrepancies in near-real-time. A central dashboard visualized these alerts, providing analysts with actionable insights within 2–3 days instead of 60. The platform’s security was strengthened through mutual TLS (mTLS), OAuth2, and MFA, in compliance with public sector standards. The result was a scalable, secure, and intelligent system that drastically improved efficiency and readiness.
